The City’s Finance Department is responsible for: 

  • General accounting including accounts payable and receivable, payroll, and general ledger management. 
  • Preparing the annual budget document, monthly water bills, and business licenses
  • Administering and awarding grant funds such as the 2020 Small Business Assistance Grants for local businesses adversely affected by economic conditions associated with the COVID-19 pandemic, with funding coming from the federal CARES Act. 
Finance Director Bill Reid joined the City in January 2020 and has 22 years of experience in the public finance field. Prior to joining the City, Bill was a consultant to governments on issues of community development, project finance, and urban renewal. He is also adjunct professor of real estate at Portland State University. Originally from rural Alaska, Bill has been a western Washington County resident for 18 years and is proud to be raising two sons here.
